The Ministry of Transport will approve the establishment of an international airport in Babylon

Announced Babel province, on Sunday, the approval of the Ministry of Transport to establish the international airport of Babylon, also announced the signing of memorandums of understanding with a number of Iranian companies to build a residential and tourist resort in the province.
The deputy governor of Babylon honest we hinted in an interview with "Alsumaria News", "The Ministry of Transport and approved the establishment of the international airport of Babylon on the highway in the area of the Nile", some 15 km north of Hilla, adding that "a committee of the Ministry of Transport visited the province and identified an area of 8000 acres for the establishment of the airport between the Nile and the regions of Shomali. "
He said we hinted that "local administration in the province as an investment opportunity offered to the airport about them made a number of investment firms made presentations to create."
Meanwhile, a deputy governor of Babylon "Preservation of signed memoranda of understanding with a number of Iranian companies visited the province over the last week, to build a residential and resort investment in the tourism Almhnanwip Almhnanwip", about 17 km northeast of the city of Hilla, pointing out that "Iranian companies expressed a great desire to invest in the province, especially after the announcement of maintaining the existence of investment opportunities for those companies can invest, "as he put it.
The Investment Authority of Babylon granted investment licenses after studying the investor's request, and calls for the creation of great investment opportunities in the province, and made global companies including companies from Saudi Arabia, and U.S. and Romania, and Russia, willingness to invest in Babylon in the fields of industry, agriculture, housing and tourism.

The Iraqi Parliament failed again to ratify the 2010 Iraq budget. In accordance with the Iraqi Constitution their legislative session ends on 31 January 2010. The Iraqi Parliament now has 6 days (31 Jan) to pass the budget. Are some Parliament members conducting blackmail, saying you pass this and I will pass that.
From all the political bickering going on chances of passing (budget) are very small. It looks like political suicide from here. Just think the same political blocs that are in power now in the current Iraq Parliament are the same political blocs that will be candidates in the upcoming elections 7 March. Just different people of course.
The Iraqi National Alliance (INA) are very adamant about certain provisions that need to be in the 2010 Iraq budget. INA saying if they don't do this then no problem we will do it when we form the next new government. I think the INA is getting ahead of themselves.
With all of this going on now you have another holiday. The Al-Arba'in pilgrimage religious holiday being celebrated for the next few days. The worshipers would be heading to Karbala for the holy rituals. Surely, the Iraqi parliament members would skip this holiday ritual, right?!! This week is very important or maybe not.
In Diyala, you had 13,000 members of the Awakening leave there checkpoints in protest for the arrests of members and other managers. Just in time the government does this right before the election in March. Unemployed and have guns.
The members who are on the list whom have been banned in the upcoming elections have 72 hours to appeal. The Iraqi Parliament have set up a cassation committee to look at all the appeals. The cassation committee is made up of seven judges appointed by the High Judicial Council.
The President Jalal Talabani, went on Iraqi TV and had this to say about the banned names. Talabani says that "a solution that observes the law and constitution will be sought by which the law is applied to all," adding that "we discussed the need to guarantee that the elections are held on time, and if there are legal issues that require time to be reviewed and resolved, then we hope they are postponed until after the elections."
This is great but how long do you think it will take to hear every appeal out of the 511 names? That is if everyone appealed, days, weeks, years? The names are dwindling down as 75 candidates who handed in there documents to the electoral commission were actually forged documents. They must have ran them through a del a rue machine.
The Kurdistan Alliance is getting out front and getting some press time talking about VP Biden visit. Firyad Rawaanduzi, who is the current spokesman, said that Biden visit will not reverse the Justice and Accountability Commission (JAC) decision to ban those election candidates. I wonder if VP Biden, had any incentives or did he just do lunch and left as quickly as he came. I wonder if they were any benni's maybe they will be released in due time. And no I am not talking about an RV either. I am talking about serious matters.
Rawanduzi did say this "The first option is the one that is supported by the majority, and this is to let the law to scrutinize those candidates who have been mentioned in the (JAC) lists, to see whether they have links to the former regime's Ba'th Party or not; if not then they can take part in the election.
My comments is Firyad, how long do you think this is going take? You still think we will have the elections on time?

The United Nations has authorized the extension of the U.S. President memo to protect the DFI funds. Remember it was suppose to expire in May and now the U.N. has extended the mandate to the end of the year 2010. I already knew this as I told you last summer it was always going to be extended and do not be surprised the way things are going in the Iraqi Government could very well could be extended again till the end of 2011. Just so you know Chapter Seven and DFI protection are one.
The governates are in need of funds to operate so the Iraq Finance Minister Bayan Jabr al-Zubaydi, has advised those governates to come and collect 20% of the 2010 Budget. Maybe that will keep them from rioting later.
A Ministry of Trade report says 166 different factories established in Kurdistan Region in 2009.
The Iraqi government is making headway on recovering money from others during the oil for food program.
The Iraqi government is looking at signing deals with Russia for weapons very shortly.
PM Maliki had announced that 70,000 army and police officers who served in the former army and police are considered for retirement pensions after the election in March. Maybe the Iraqi government will come out and say no you can not get a pension because you were a member of the Ba'ath party or in any case that's a lot of money in retirement pensions.
The Ration Card; if you make more then 2,100 usd a month you no longer get the staples, the benefits of the Ration Card.

BAGHDAD, Jan 24 (KUNA) -- The Iraqi-US coordination committee held a meeting on Sunday to follow up on discussions on the issue of relieving Iraq of the UN-imposed Chapter Seven.
The Iraqi Foreign Ministry said in a statement that minister Hoshyar Zebari headed the Iraqi side at the meeting, while the US party was led by the Deputy Secretary of State Jeffrey Feltman.
Discussions at the meeting dealt with various issues of common concern, current regional affairs and means and plans for boosting security and stability in Iraq in particular and the region in general, the official statement said.
They also dealt in particular with the means to relieve Iraq of the chapter seven, efforts to enable Iraq restore its international status that it had enjoyed before issuance of the UN resolution 661 in 1990, in addition to the US honoring of its pledges with regard of the withdrawal of the American forces from the country.

Speaking on speculation: Yesterday, I had a meeting with a VP-Investments at Chase/JPMorgan who said that Iraq is in such debt, thanks to Hussein, that they don’t have the money to support an exchange…and before they let the US capitalize on their Dinar, in all probability, they will come out with a NEW currency, provide time to exchange, reduce it’s value and make it hard for us to turn in our Dinar’s. He said that if it does become 1 dinar = $1.00 US, DON’T expect a 1 to 1 exchange. That I will be must fortune to get back what I paid for the Dinar. He said, Iraq just doesn’t have the billions that will be needed to honor an RV. And that the elections will have no effect on the amount set or the policy that will be imposed for an exchange.
This is not encouraging, to say the least, but it is interesting to note the opinion of a US Banker. He said that the Iraq Dinar will take the same route as the Mexican Peso. Notwithstanding, I’m still optimistic that we will come out of all of this mess with some gain… maybe not as much as we had hoped for, but enough to show for our patience and endurance.
This is not encouraging, to say the least, but it is interesting to note the opinion of a US Banker. He said that the Iraq Dinar will take the same route as the Mexican Peso. BAGHDAD / Aswat al-Iraq: Iraq’s annual inflation rate index fell by 4.4 percent from December 2008-December 2009, the Central Agency for Statistics and Information Technology said on Sunday.
“The fall is attributed to a drop in the prices of cloth, clothes and footwear; furniture; fuel and lighting; transport cost; and medical services and medicines by 4.0%, 3.2%, 41.0%, 6.6, and 3.7% respectively,” according to a statement released by the agency and received by Aswat al-Iraq news agency.
Meanwhile, the statement reported an increase in the average price of the following consumer goods and services: foodstuffs (2.6%), cigarettes and beverages (6.0%), varied goods and services (6.6%), and rent fees (9.3%) during the same period.
The report is based on field data about the retail prices of goods and services in local markets in Baghdad and other Iraqi provinces.

Member of the House of Representatives called the United Iraqi Alliance Taha shield all the parliamentary blocs to leave the differences and speed up the adoption of the budget.
The Shield in a statement to the reporter (news agency, Iraqi Information / conscious) that time is running out and we have completed the budget, He pointed out that the Finance Committee in the House of Representatives has completed its private and its final report on the financial budget for 2010. "
He added that the shield "crisis of the financial budget and linked to Electoral Code of Conduct had been completed and the rest of the members objecting to amendments to redeploy the money in the budget to overcome all obstacles in order to put to the vote, he said the bill will be tabled in Parliament tomorrow to Atsoit him."

My .02 worth on the possible RV rate.
All day long I have sat in chat listening to people come in and out spouting off rumors of $3.86 .04 cheaper than KWD. First of all the rate 1.00 KWD = 3.48675 USD. Amazing how easy it was to debunk with one click of the mouse.
IMO and only my opinion, I think we should be looking for a RV anywhere between .10 - the rate of the Euro. Don't get me wrong I would love a $2+ RV but I don't see it happening. First of all Shabibi is a economical genius, and is going to what is best for Iraq and no one else. I have tried to fight off the notion that anything less than $2 is a joke to Iraq and would embarrass them. Here is why I disagree, why would they RV so we could cash in the 20+ trillion dinars back in when they can just as easily RV at let say .50 and force a time limit to cash in?
After let’s say 60days they have two choices, a second RV or allow the currency to float and climb rather quickly IMO. Its simple math, receive 70-80% of currency back in at .50 and float. The least amount of currency out, the stronger the currency.
Let’s hear your opinions.

I would say that I agree, knowing that Shabibi gas publicly stated that he does not like speculative investors. However, if he chooses to come out at say .50, the wealthy are going to go on a buying spree of major proportions knowing that a rapid float to a much higher value or a straight up RV to a higher value looms in the very near future. That much of a run on their currency by new speculators, IMO, is very likely to surpass the current speculative holdings and in the end net them nothing with respect to the circulation amount. IMO, they will come out at 1.50 to 2, to get a large cash in and prevent a huge new batch of speculators b4 RV'ing again at a higher rate.

Investors make up very little of the over all picture. Those who run the major funds will buy massive amounts at anything less that $2 simply on speculation alone.
Second, go to Bank of America's currency exchange sight. The Kuwait Dinar is listed and $3.87. One click proves that this isn't a joke. It is a real rate.
I don't think Shabibi is worried too much about Iraqi pride. He knows that if the rate is not carefully released and moderately high, the dinar will be bought up in massive quantities at the expense of future value.

So people still think there are 20T NID in the hands of the public? Governments own a big percentage of that and they have some deals in place like trade for oil, etc.
Also not everyone will cash out all at the same time.
Most bank transactions are electronic, not everyone here is going to cash out at the same time and build a Scrooge McDuck money bin to hold their cash with armed guards and Doberman with grenades in their mouths.
Banks will hold money, governments will hold money.
RV at 10 cents and there will be even more money in circulation because then the investors jump in. Right now it's speculators but if you allow investors to come in too, then you flood the market with monopoly money.
But people will continue to compare Iraq to Cambodia and all those other places that don't have their resources and I'm not just talking oil.
10 cents isn't going to help Iraq either. They do have bills to pay and a government to rebuild. We're talking about a country that has to rebuild.
They've been fighting for an RI for years, they're not going to accept 10 cents and neither will I

A double RV, in which the first is low; "to bring in our big bills", would be suicide for Iraq, the large (think Countries/Hedge funds) would buy on the speculation of the second RV. The speculators (us) are not even a drop in the bucket when it comes to holding IQD. We aren't part of the decision process for the RV. IMHO
