IRAQ'S BAN ON DEMOCRACY

WITH Washington’s attention understandably focused on the tragedy in Haiti, Iraq has slipped onto the back burner. Yet there is a major problem brewing there — one that could jeopardize President Obama’s plan to draw down American forces and even reignite sectarian conflict.

Last Thursday, Iraq’s Independent High Election Commissionupheld a ban on nearly 500 Sunni politicians handed down (possibly illegally) some days earlier by the Accountability and Justice Commission. They were accused of having had ties to the Baath Party of Saddam Hussein. Among those proscribed from running in the nationwide elections scheduled for March 7 were Defense Minister Abdul-Kader Jassem al-Obeidi and Saleh al-Mutlaq, one of Iraq’s most influential Sunni politicians. Although confusion reigns, it is rumored that the brief appeal process will end Tuesday and, at present, it seems unlikely to ameliorate the situation.

The two commissions are dominated by officials appointed by Prime Minister Nuri Kamal al-Maliki, so it’s not surprising that many Iraqis believe that the prime minister’s Shiite-dominated government is disqualifying large numbers of political rivals, particularly Mr. Mutlaq, who had already allied himself with Ayad Allawi, a former prime minister widely considered Mr. Maliki’s most dangerous foe. There is no evidence of this, but the perception is widespread and in Iraq, perception can do as much damage as reality. Meanwhile, many informed Americans and Iraqis are pointing to Ahmed Chalabi, the one-time political favorite of the Bush administration, as the real culprit. Mr. Chalabi, they say, is trying to manipulate the elections to become prime minister by default.

It’s true that many of the disqualified politicians were once Baathists. But Iraq needs reconciliation, not payback. Any bans must be careful, selective and well-explained. They should not disqualify people like the defense minister — a former Baathist, but one who turned against the party in the 1990s and was imprisoned and tortured by the regime. Moreover, in recent years he has served the new Iraqi government loyally.

Before the surge of American troops in 2007 and the so-called Anbar Awakening, many Iraqi Sunnis boycotted Iraq’s elections in the belief that the system was rigged against them. This created a self-fulfilling prophecy when the elections took place without them and the resulting government was dominated by Shiite and Kurdish groups. This vicious cycle helped fuel civil war.

All of that changed after 2007, when American-brokered cease-fires and political shifts convinced Sunnis that they would have a fair opportunity to elect their own leaders and participate in government at no disadvantage. In the provincial elections of January 2009, Sunnis finally voted in large numbers. Their return to the political process has been a key element in the rapid erosion of sectarianism from Iraqi politics. The end of the civil war and the need to focus on political and economic reconstruction had revealed sharp differences among the various Shiite groups, which have been heightened by the emergence of Sunni parties with similarly varied views.

As a result, there has been a complete reorganization of Iraqi politics over the past year, with Shiite, Sunni and even some Kurdish groups creating cross-sectarian alliances that have largely replaced the previous sectarian blocs. It was a sign of this progress that Sunni parties, particularly Mr. Mutlaq’s, were being courted avidly by a number of Shiite and secular parties, including those led by Mr. Maliki and Mr. Allawi.

If the ban is allowed to stand, it will do more than just throw a wrench in the works. It will persuade a great many Iraqis that the prime minister or other Shiites, like Mr. Chalabi, are using their control over the electoral mechanics to kneecap their rivals. It may also convince many Sunnis that they will never be allowed to win if they play by the rules, and that violence is their only option.

That is an extraordinarily dangerous message to send right now, when the United States is trying hard to withdraw tens of thousands more American troops from Iraq and shift 50,000 or so from combat operations to advisory and training roles. If this ban remains in effect, the likelihood of electoral violence will skyrocket, and American soldiers will inevitably be called on to halt it.

All is not yet lost — over the past few years, Iraqi politicians have developed a penchant for last-minute compromise that has turned a number of near-catastrophes into mere close calls. In every one of those instances, however, it required rapid and determined American pressure to avert disaster.

The American Embassy in Baghdad is working feverishly to persuade the Iraqis to change course. Time is of the essence — especially if the Accountability and Justice Commission’s appeals process ends on Tuesday. If the United States doesn’t act before the deadline, the bans will become much harder to roll back.

The threat of crisis is real enough that Vice President Joe Biden, who has played a useful role in backing up Ambassador Christopher Hill on several occasions lately, will have to help. It even merits direct involvement by President Obama. It is just this kind of seemingly small problem that could unravel the entire political fabric of Iraq.

WHY THE U.S. OWES HAITI BILLIONS - The Briefest History

Why does the US owe Haiti Billions? Colin Powell, former US Secretary of State, stated his foreign policy view as the "Pottery Barn rule." That is - "if you break it, you own it."

The US has worked to break Haiti for over 200 years. We owe Haiti. Not charity. We owe Haiti as a matter of justice. Reparations. And not the $100 million promised by President Obama either - that is Powerball money. The US owes Haiti Billions - with a big B.

The US has worked for centuries to break Haiti. The US has used Haiti like a plantation. The US helped bleed the country economically since it freed itself, repeatedly invaded the country militarily, supported dictators who abused the people, used the country as a dumping ground for our own economic advantage, ruined their roads and agriculture, and toppled popularly elected officials. The US has even used Haiti like the old plantation owner and slipped over there repeatedly for sexual recreation.

Here is the briefest history of some of the major US efforts to break Haiti.
In 1804, when Haiti achieved its freedom from France in the world's first successful slave revolution, the United States refused to recognize the country. The US continued to refuse recognition to Haiti for 60 more years. Why? Because the US continued to enslave millions of its own citizens and feared recognizing Haiti would encourage slave revolution in the US.

After the 1804 revolution, Haiti was the subject of a crippling economic embargo by France and the US. US sanctions lasted until 1863. France ultimately used its military power to force Haiti to pay reparations for the slaves who were freed. The reparations were 150 million francs. (France sold the entire Louisiana territory to the US for 80 million francs!)

Haiti was forced to borrow money from banks in France and the US to pay reparations to France. A major loan from the US to pay off the French was finally paid off in 1947. The current value of the money Haiti was forced to pay to French and US banks? Over $20 Billion - with a big B.

The US occupied and ruled Haiti by force from 1915 to 1934. President Woodrow Wilson sent troops to invade in 1915. Revolts by Haitians were put down by US military - killing over 2000 in one skirmish alone. For the next nineteen years, the US controlled customs in Haiti, collected taxes, and ran many governmental institutions. How many billions were siphoned off by the US during these 19 years?

From 1957 to 1986 Haiti was forced to live under US backed dictators "Papa Doc" and "Baby Doc" Duvlaier. The US supported these dictators economically and militarily because they did what the US wanted and were politically "anti-communist" - now translatable as against human rights for their people. Duvalier stole millions from Haiti and ran up hundreds of millions in debt that Haiti still owes. Ten thousand Haitians lost their lives. Estimates say that Haiti owes $1.3 billion in external debt and that 40% of that debt was run up by the US-backed Duvaliers.

Thirty years ago Haiti imported no rice. Today Haiti imports nearly all its rice. Though Haiti was the sugar growing capital of the Caribbean, it now imports sugar as well. Why? The US and the US dominated world financial institutions - the International Monetary Fund and the World Bank - forced Haiti to open its markets to the world. Then the US dumped millions of tons of US subsidized rice and sugar into Haiti - undercutting their farmers and ruining Haitian agriculture. By ruining Haitian agriculture, the US has forced Haiti into becoming the third largest world market for US rice. Good for US farmers, bad for Haiti.

In 2002, the US stopped hundreds of millions of dollars in loans to Haiti which were to be used for, among other public projects like education, roads. These are the same roads which relief teams are having so much trouble navigating now!

In 2004, the US again destroyed democracy in Haiti when they supported the coup against Haiti's elected President Aristide.

Haiti is even used for sexual recreation just like the old time plantations. Check the news carefully and you will find numerous stories of abuse of minors by missionaries, soldiers and charity workers. Plus there are the frequent sexual vacations taken to Haiti by people from the US and elsewhere. What is owed for that? What value would you put on it if it was your sisters and brothers?

US based corporations have for years been teaming up with Haitian elite to run sweatshops teeming with tens of thousands of Haitians who earn less than $2 a day.

The Haitian people have resisted the economic and military power of the US and others ever since their independence. Like all of us, Haitians made their own mistakes as well. But US power has forced Haitians to pay great prices - deaths, debt and abuse.

It is time for the people of the US to join with Haitians and reverse the course of US-Haitian relations.

This brief history shows why the US owes Haiti Billions - with a big B. This is not charity. This is justice. This is reparations. The current crisis is an opportunity for people in the US to own up to our country's history of dominating Haiti and to make a truly just response.

There has been so much that has been accomplished that set up this moment coming. Now i have no update from the banks at all except what i said earlier today.

That the banks have given some kind of heads up to the branch levels now seems nobody can say why they jumped on this and passed it down, but it came from the corporate level.
Now I can say that all that transpired last week in Iraq has had an impact on the RV. There was an attempted coup.

- There was a massive bombing planned and foiled.
- There was an assassination of some kind.
- Now we also know that a delegation from Iraq has been at the white house, and has met with either Joe Biden or the president.
- Now we also know that Kuwait’s foreign minister said today that they are willing to forget all the money owed them if Iraq can provide and guarantee there will be no more aggression to other gulf nations.
- Also we know that parliament will not support the removing of CBI's foreign currency assets to cover the budget deficit. They said they will use the IMF for additional loans, which is great news.
- Also we just find out that they have added another 1 trillion in spending to the budget. It is now over 84 trillion IQD. Last years budget was only 58 billion USD or approximately 58 trillion IQD.
- Now last years budget deficit was 27% budget shortfall.
- So do the math, and they are going to increase it 26 trillion IQD.
- Just what do they know?
- You can't approve a budget with a known deficit of 20 plus trillion IQD unless you know there is a way it will be covered.
- That they do know something that will get them out of this deficit, and it will not be increased oil revenues
- Now I don't want idiotic reasons like today that someone sees oil rigs being built, so they will have new oil revenues coming in Iraq, and as we know they have to be shipped set up and they don't even have the facilities built yet to increase production at any of the new fields.
- Heck the ink isn't even dry on the contracts.
- Something is up I can say this I know.
- I cannot go into anymore detail than that I have only asked to continue with being patient and very soon I will be able to tell you we are done.

Cairo January 17 (AKnews) - Iraq completed its membership in the Greater Arab Free Trade leading up to the entry in the Arab Customs Union, according to an Iraqi diplomat.

Ali Abdul-Zahra commercial attache at the Iraqi embassy in Cairo told Kurdistan News (AKnews) said on Sunday that "joint Arab economic action consists of five stages we are now in the second phase after the first stage of which concluded that an area greater Arab free trade."

IRAQ TO SIGN 7 OILFIELD DEALS THIS MONTH

-- The Iraqi oil ministry will finalize by the end of this month seven deals for oil fields won in Iraq's second round of bidding held in December as all winning companies have agreed to new amendments, a senior oil ministry official said Sunday.

Lukoil Holdings /quotes/comstock/11i!lukoy (LUKO.Y 58.35, -0.25, -0.43%) , China National Petroleum Corp. and Gazprom led consortiums were the latest foreign companies to agree to new changes made by the Iraqi oil ministry to these deals, Abdul Mahdy al-Ameedi, head of the oil ministry's Petroleum Contracts and Licensing Directorate told Dow Jones Newswires by telephone from Baghdad.

Meanwhile, a consortium led by Italian energy giant Eni SpA (E) has accepted Iraqi government amendments to a service contract to develop the giant southern Zubair oil field, sources close to the Iraqi oil ministry said. The Eni group is expected to sign for the Zubair oil field on Friday.

Discussions regarding an ExxonMobil-led group to upgrade West Qurna Phase 1 is taking place Monday, the sources added.

Earlier this month, the Iraqi cabinet ratified four oil field deals, including the supergiant Majnoon oil field. It had also given its previous approvals for the remaining deals provided that companies accept the new changes.

The signing sessions for the seven oil fields will start Sunday and continues until the end of the month. On Sunday, the ministry will sign a final service deal for the Majnoon field, which holds oil reserves of 12.8 billion. It was awarded to a consortium comprising Royal Dutch Shell PLC (RDSA) and Malaysia's Petronas.

On Monday, it will finalize a contract with Petronas and Japan Petroleum Exploration Co. Ltd (1662.TO), or Japex, for the smaller Garraf oil field and on Jan. 26, it will sign with final deals with Angola's national oil co., Sonangol, for the northern Qaiyarah and Najmah oil fields.

The second super giant West Qurna Phase 2 oil field, which holds oil reserves of 12.9 billion barrels, will be signed on Jan 31 with a consortium consisting of Russia's OAO Lukoil and Norway's Statoil (STL.OL), and on Jan. 27 Halfaya oil field, with 4.1 billion oil reserves, will be signed with CNPC, Petronas and Total SA (TOT).

On Jan. 28, the ministry will sign the smallest Badra oil field in the south with Russia's Gazprom, Turkish Petroleum Corp., known as TPAO, South Korea's Korea Gas Corp. and Petronas.

Iraq aims from all these deals to bring its oil production to 11 million barrels a day in six to seven years from now, nearly five times what it produces now and could even exceeds its fellow OPEC's largest oil exporter, Saudi Arabia.

BAGHDAD KEEN ON FRIENDLY BONDS WITH KUWAIT -- OFFICIAL

Jan 17 (KUNA) -- A visiting Iraqi official said here Sunday his country is willing to build bridges of amity and friendship with Kuwait just in harmony with historical and brotherly bonds tying both countries' peoples.

"Iraq is keen on extending bridges of amity and friendship with the State of Kuwait," Basra Governor Shaltagh al-Myah told a joint news conference with Al-Ahmadi Governor Sheikh Ibrahim Al-Duaij Al-Sabah.

He said he is here at the invitation of Sheikh Ibrahim to bolster and beef up brotherly ties and to promote joint interests between Iraq and Kuwait.

Asked about the current situation in Basra, he said his governorate is now witnessing a stage of security, stability and reconstruction, noting that there are good investment opportunities in Basra. Basra is close to the border with Kuwait and produces 90 percent of Iraqi oil, he said, urging Kuwaiti companies to run investments in Basra.

For his part, Sheikh Ibrahim said he is looking forward to building distinguished relations between both brotherly countries based on clarity and frankness, exceeding earlier obstacles and ensuring a bright present and future to both neighborly peoples.

The Iraqi delegation's visit to Kuwait is part of continuing contacts and visits by Iraqi officials, mainly the head of state, to the State of Kuwait, mainly aiming to confirm deep brotherly and neighborly relations between both sides.

My wife has worked for BOA for 8 months, her bank has never mentioned the dinar...friday she passed the managers to say goodnite and she heard one manager say to theother the dinar is changing...she didnt ask what they meant because it was a privateconversation, i hope it means what we hope it means. I just found it interesting that they have never even mentioned the word dinar in the time she has worked there

Thank you for the wonderful comments, and for reminding me of WHY I started this site. To help my friends, family, and their friends and family understand this investment better. I only post those topics from the news and from self-professed "gurus" that I deem mean something to me in this investment. Like Frank "I see patterns", and that is why I post what I do. It's to help each of you read what I feel you should know so that you can have your OWN points of reference in trying to understand all that is happening in the world that would impact us in our investment. My style is obviously different than his however. I'm more direct and to the point.

Sharing this, I propose the following... I will continue to post certain articles and some posts and rumors for your reference to maintain your understanding of this investment. I won't post "certain" people's posts/chats, as it obviously bothers them. My intent is not to upset anyone. I will, however, post snipets of information shared that I feel is important for reference and knowledge. I just won't post their ENTIRE CHATS... That would probably be viewed as a blessing for ALL of you. lol! Sometimes the ramblings can be too much, and we don't want to read them anyway.

So, I'll post quick chats that are out there. I will post pertinent news articles. My postings will be more infrequent and random, as I need to take care of other things. Believe it or not, I do feel the responsibility to share what I've uncovered with each of you, but I just can't make this constant anticipation of an RV part of my life. This has really taken its toll of many, including me. I'm just fried, and candidly physically, emotionally, and spiritually don't feel right.

The governments of the world have done their job making this very difficult to follow. I wave the white flag and say I give. To those who really are "in charge", please just do what you're going to do and we'll all respond according to your rules. We are well over our heads in this wicked game called greed, manipulation, mis-information, self-centeredness, personal favors, threats, and deception. I just pray we can somehow figure out how to handle what is thrown at us when it comes. The more I learn and read, the more I realize we need His help. To overcome such darkness, we will need such divine intervention, as "L" and his followers truely have a grip on this world further than any of us could have ever imagined.
