"I expect the single currency to be launched in 2015, provided we step up efforts and work of various committees," said Mohamed Al Mazrooei, GCC Assistant Secretary-General for Economic Affairs.
Mazrooei's comment is the first from the GCC secretariat that sets a potential new timetable for the single currency's launch after the bloc abandoned an initial 2010 deadline.
"I think it's an optimistic scenario given the slower-than-expected progress that has been achieved up to now," said John Sfakianakis, Calyon's chief economist for the Middle East. "It's feasible if the political will exists. They need to be steadfast to push it forward and complete technical tasks," he added.

WASHINGTON/LONDON (AFP) - Global financial regulation has changed little since the 2008 banking crisis, but that won't be the case much longer.
U.S. and EU authorities are expected to hammer out the final shape of a new regulatory order in 2010 that will fundamentally change how world banks and markets operate.
Stricter limits on leverage and capital will emerge, leading eventually to slimmer profits for banks, policy analysts said. Formerly unregulated off-exchange derivatives markets will have to conform to new procedures.
Lenders' power to package and securitize mortgages and other forms of debt will face new limits, while hedge funds once the darlings of high finance will face new scrutiny.
Procedural hurdles remain to be crossed by reform advocates. In the United States, the House of Representatives has approved a bill, but the Senate has not and the prospect for that was clouded on Wednesday by news that Senate Banking Committee Chairman Christopher Dodd will not seek reelection.
Two senior Democratic aides said Dodd will make his announcement on Wednesday at a news conference, raising questions about his plans. In addition the retirement of another senator casts doubt on the Democrats' slim majority in the Senate. Democratic Senator Byron Dorgan said on Tuesday that he will not seek reelection.
Banking lobbyists and Republicans are working to block the reforms. Senate debate on the proposed changes will resume this month, with analysts expecting passage of legislation in early spring, if Dodd stays committed to reform and Democrats can muster the votes.
The Senate and House would then have to agree on a single measure to send to President Barack Obama. That could happen in April or May, according to policy analysts.
In Europe, EU member states and the European Parliament must still rule on a range of proposed regulations for banks, markets, insurers, hedge funds and private equity groups.
"The reform package will be more far-reaching than anything we've seen since the Great Depression, and there is a high likelihood it will pass," said the Eurasia Group, a research and consulting firm that closely follows Washington politics.
JAN. 13 KEY IN U.S. AND EU
The first big headlines of the year on financial regulatory reforms will likely come on January 13, a key date on both sides of the Atlantic.
The European Parliament will hold a confirmation hearing that day with Michel Barnier, the Frenchman that the European Commission has proposed oversee the EU's financial services industry and play a core role in drafting legislation.
Britain, the bloc's biggest financial center, will look for clues as to how interventionist Barnier is likely to be.
"One of the biggest things at the European level is what they are calling the markets infrastructure directive. It started life about regulating derivatives but is becoming a complete redesign of financial trading in Europe," said Simon Gleeson, a partner at the law firm Clifford Chance.
Barnier is expected to unveil this draft law, which will include mandatory clearing of as many off-exchange derivatives contracts as possible, by July.
Also on January 13, the U.S. Congress' Financial Crisis Inquiry Commission will begin its first public hearing, a two-day session with testimony from the CEOs of Goldman Sachs, JPMorgan Chase and Morgan Stanley.
The commission's work, culminating in a report to Congress due December 15, will be mainly retrospective, seeking explanations for the crisis that rocked economies worldwide. But it is likely to spur Senate debate going forward.
SENATE RETURNS
The Senate will reconvene on January 20, with hearings expected to commence promptly in the banking committee.
EU states and the European Parliament will begin finalizing adoption of a new supervisory structure for banks, markets and insurers, due to be in place by the end of this year.

Fla. sheriff fears missing lottery winner killed
LAKELAND, Fla. — In 2006, Abraham Shakespeare — a truck driver's assistant who lived with his mother — won $30 million in the Florida lottery. His good fortune may have cost him his life.
Shakespeare vanished months ago. His mother hopes he is somewhere in the Caribbean, lying on a beach and enjoying the good life away from all the hangers-on who were constantly hitting him up for money.
The sheriff has a more ominous theory: Shakespeare was killed.
"There are a lot of odd and bizarre circumstances in this case," Sheriff Grady Judd said. "We fear and are preparing for the worst. We're working this case as if it were a homicide."
Shakespeare, 43, won the big jackpot after buying a lottery ticket at a convenience store in a town called Frostproof, claiming later that he gave the last $3 in his pocket to a homeless man just before the winning numbers were announced.
Shakespeare — who had a criminal record that included arrests and prison time for burglary, battery and not paying child support — took a lump-sum payment of $16.9 million instead of annual installments.
He bought a Nissan Altima, a Rolex from a pawn shop, a $1 million home in a gated community. He talked about starting a foundation for the poor and insisted the money wouldn't change him.
"I'm not a material person," he said in 2007. "I don't let material things run me. I'm on a tight budget."
The money quickly caused him problems.
A former co-worker sued him in 2007, accusing Shakespeare of stealing the winning ticket from him. Six months later, a jury ruled the ticket was Shakespeare's.
Then there were the people constantly asking him for a piece of his fortune.
"They didn't wait. They just came right after they found out he won this money," his mother, Elizabeth Walker, said recently.
She said her son was generous, paying for funerals, lending money to friends starting businesses and even giving a million dollars to a guy known only as "Big Man."
Not long after he bought the million-dollar home in early 2007, he was approached by a woman named Dee Dee Moore, said family and officials.
Moore — who could not be reached by The Associated Press — said she was interested in writing a book about Shakespeare's life. She became something of a financial adviser to Shakespeare, who never graduated high school.
Property records show that Moore's company, American Medical Professionals, bought Shakespeare's home for $655,000 last January. His mother said the last time she saw him was shortly afterward, around her birthday in February.
The sheriff said the last time anyone saw Shakespeare was in April — but it wasn't until Nov. 9 that he was reported missing, by a police informant.
And the story gets more bizarre.
According to The Ledger of Lakeland, the 37-year-old Moore contacted reporters at the newspaper in April, saying Shakespeare was "laying low" because people tried to suck money out of him.
That made sense to Shakespeare's mother — sort of. "I remember once, talking with me over the phone, he said he might go to Jamaica," she said.
On Dec. 5, a sobbing Moore told The Ledger that she helped Shakespeare disappear, but now wants him to return because detectives were searching her home and car and looking for blood on her belongings.
One reason he wanted to leave, she said, was a child support case for a child he allegedly fathered after winning the lottery. "Abraham sold me his mess to get a better life," she told the paper.
She even gave the paper a video that she said she took of Abraham. In the video, he says he is tired of people asking him for money. "They don't take no for an answer," he says.
"So where you wanna go to?" Moore asks in the video.
"It don't matter to me. I'm not a picky person," Shakespeare replies.
Moore told the paper that she took the video to "protect herself."
Moore said she filed paperwork to take over five mortgages totaling about $370,000 that had been owed to Shakespeare. She said she sold the loans at a loss to another person. She added that many of the people who borrowed from Shakespeare have refused to pay, and she feels threatened by some of them.
Moore's past includes a year of probation after she was charged with falsely reporting that she was carjacked and raped in 2001. Officials said she concocted the scheme so her insurance company would reimburse her for the SUV, which she claimed had been stolen.
The woman did not answer several calls placed to a number listed for her in public records. During a recent visit to the home she bought from Shakespeare, a security box rang to a phone number that had been disconnected.
Sheriff's officials won't comment on Moore's involvement in Shakespeare's life.
The sheriff said that Shakespeare spent the bulk of his lottery winnings. The fact that he didn't call his mother on Christmas reinforces the theory that Shakespeare is not just hiding, Judd said.
"I hope so much that he is alive somewhere," said his mother. "And I want people to know, if they ever win the lottery, I hope they know how to handle the people that come after them. They can be dangerous."

Shakespeare vanished months ago. His mother hopes he is somewhere in the Caribbean, lying on a beach and enjoying the good life away from all the hangers-on who were constantly hitting him up for money.
The sheriff has a more ominous theory: Shakespeare was killed.
"There are a lot of odd and bizarre circumstances in this case," Sheriff Grady Judd said. "We fear and are preparing for the worst. We're working this case as if it were a homicide."
Shakespeare, 43, won the big jackpot after buying a lottery ticket at a convenience store in a town called Frostproof, claiming later that he gave the last $3 in his pocket to a homeless man just before the winning numbers were announced.
Shakespeare — who had a criminal record that included arrests and prison time for burglary, battery and not paying child support — took a lump-sum payment of $16.9 million instead of annual installments.
He bought a Nissan Altima, a Rolex from a pawn shop, a $1 million home in a gated community. He talked about starting a foundation for the poor and insisted the money wouldn't change him.
"I'm not a material person," he said in 2007. "I don't let material things run me. I'm on a tight budget."
The money quickly caused him problems.
A former co-worker sued him in 2007, accusing Shakespeare of stealing the winning ticket from him. Six months later, a jury ruled the ticket was Shakespeare's.
Then there were the people constantly asking him for a piece of his fortune.
"They didn't wait. They just came right after they found out he won this money," his mother, Elizabeth Walker, said recently.
She said her son was generous, paying for funerals, lending money to friends starting businesses and even giving a million dollars to a guy known only as "Big Man."
Not long after he bought the million-dollar home in early 2007, he was approached by a woman named Dee Dee Moore, said family and officials.
Moore — who could not be reached by The Associated Press — said she was interested in writing a book about Shakespeare's life. She became something of a financial adviser to Shakespeare, who never graduated high school.
Property records show that Moore's company, American Medical Professionals, bought Shakespeare's home for $655,000 last January. His mother said the last time she saw him was shortly afterward, around her birthday in February.
The sheriff said the last time anyone saw Shakespeare was in April — but it wasn't until Nov. 9 that he was reported missing, by a police informant.
And the story gets more bizarre.
According to The Ledger of Lakeland, the 37-year-old Moore contacted reporters at the newspaper in April, saying Shakespeare was "laying low" because people tried to suck money out of him.
That made sense to Shakespeare's mother — sort of. "I remember once, talking with me over the phone, he said he might go to Jamaica," she said.
On Dec. 5, a sobbing Moore told The Ledger that she helped Shakespeare disappear, but now wants him to return because detectives were searching her home and car and looking for blood on her belongings.
One reason he wanted to leave, she said, was a child support case for a child he allegedly fathered after winning the lottery. "Abraham sold me his mess to get a better life," she told the paper.
She even gave the paper a video that she said she took of Abraham. In the video, he says he is tired of people asking him for money. "They don't take no for an answer," he says.
"So where you wanna go to?" Moore asks in the video.
"It don't matter to me. I'm not a picky person," Shakespeare replies.
Moore told the paper that she took the video to "protect herself."
Moore said she filed paperwork to take over five mortgages totaling about $370,000 that had been owed to Shakespeare. She said she sold the loans at a loss to another person. She added that many of the people who borrowed from Shakespeare have refused to pay, and she feels threatened by some of them.
Moore's past includes a year of probation after she was charged with falsely reporting that she was carjacked and raped in 2001. Officials said she concocted the scheme so her insurance company would reimburse her for the SUV, which she claimed had been stolen.
The woman did not answer several calls placed to a number listed for her in public records. During a recent visit to the home she bought from Shakespeare, a security box rang to a phone number that had been disconnected.
Sheriff's officials won't comment on Moore's involvement in Shakespeare's life.
The sheriff said that Shakespeare spent the bulk of his lottery winnings. The fact that he didn't call his mother on Christmas reinforces the theory that Shakespeare is not just hiding, Judd said.
"I hope so much that he is alive somewhere," said his mother. "And I want people to know, if they ever win the lottery, I hope they know how to handle the people that come after them. They can be dangerous."

UNITED NATIONS, Jan 6 (KUNA) -- Secretary-General Ban Ki-moon on Wednesday urged the Security Council to allow the continued financing of the activities of Gennady Tarasov, the UN High-Level Coordinator for the issues of Kuwaiti missing persons and property, from the Iraq escrow account until the end of next June.
In a letter to the council president, Ban said "given the Security Council's and my call on all parties to translate political statements of good will into concrete actions to speed up progress during the coming months to resolve outstanding issues, the period ahead will require further intensification of the High-Level Coordinator's activities." The call on Kuwait and Iraq was contained in Ban's report to the council last October.
"To that end, it would be necessary to allocate resources sufficient to finance the activities of the High-Level Coordinator and his support staff until 30 June 2010 in the amount of USD 251,400," he said in his letter today.
He suggested that this amount be earmarked from the operating reserves and fund balance of the 2.2 per cent part of the escrow account intended for administration and operational costs.
The council is expected to approve Ban's request.
Ban recalled in his letter that its members agreed in a statement to the press last October to continue to finance Tarasov's mandate for a period of eight months, "with a possibility of further extension." Ban also recalled that USD 337,657 was also transferred from the Iraq escrow account to finance Tarasov's mandate from April 25, 2008 to November 30, 2009.

Central Banks in Qatar, Saudi Arabia, Bahrain and Kuwait have stopped lending to the public sector with effect from January 1, 2010, the Peninsula has reported. The move is part of the plans of the four GCC states to set up a common monetary union. According to the draft GCC common monetary union agreement, the central banks of member-states are prohibited from lending to public companies to free a future regional central bank from its role of subsidising the public sector of member-states in line with the European model.

Confirmed member of the House of Representatives of the Accordance Front, MP Alaa al-Sadoun said the Finance Committee in the Iraqi parliament had been completed discussion of all budget adjustments for fiscal house in order and approve the ratification by the Council.
