[sonny1] ok, this is how it probably go down
[sonny1] iraq cant pass there budget til there is a workable exchange rate
[sonny1] what the exchange rate mechanisim is, is when they have a exchange rate it wont go over or under a certain percent from there exchange rate
[sonny1] example- if its 1.00 and they dont want it to flucuate more than 4% so there budget for 2010 doesnt get messed up
[sonny1] if its on forex and people can buy and sell at will it messes with the exchange rate so if there budget is set a 1.00 and it drops to .60 it messes with the budget
[sonny1] and they cant get done what they want cause of the drastic changes
[sonny1] i totaly feel that when the erm is set and running, which should be before the budget is passed, is when we will see the rv.
[sonny1] plus in a few articles out there, the finance ministry said they want to wait for the new exchange rate before setting the budget, its in the news people, there telling us, with-out telling us
