House of Representatives voted at its regular twenty-eighth session, held on Monday the twenty fifth of January 2010 under the chairmanship of Mr. Iyad Samarrai, President of the Council on the seven laws.

He asked the President of the Council meeting, which began by reading verses from the Quran on the stage reached by the general budget for 2010, for its part indicated MP Alaa Sadoun, chairman of the Finance Committee that the budget law for 2010 will be presented to the Council on the morning of Tuesday the vote.

The Council voted on the disengagement law department of the Ministry of Municipalities and Public Works and Law departments and disengagement of the Ministry of Labor and Social Affairs in view of the entry into force of the law of governorates not organized in a region number (21) for the year 2008 and the abolition of the laws contained in Article (53) thereof and the fact that the functions of the Ministry of Municipalities and Public Works does not fall within the terms of reference contained in Article (110) and Article (114) of the Constitution.

The Council voted on the law of non-governmental organizations in order to secure the establishment of NGOs and accession guaranteed by the Constitution for the purpose of registration of Iraqi non-governmental organizations and branches of foreign NGOs.

On the other hand, the Council voted approval of the law on compensation for property affected by the former regime, which came in its explanatory memorandum to compensate the affected citizens in their movable and immovable property by the practices of the former regime, the value of movable and immovable property belonging to them have been confiscated or destroyed or frozen for political reasons or ethnic or sectarian is not covered by the law of the property disputes.

After the Council voted on the law of the first amendment to the law of the provinces to address the questions that exposed the practical application of the law of governorates not organized in a region number (21) for the year 2008 with regard to appeal decisions of the end boards and ensure the accuracy of the decisions of these councils, and the inclusion of members of municipal councils and districts formed after 9 / 3 / 2003 on pensions, in addition to the vote on the law to impose income tax on oil companies, foreign contractors in Iraq to support the Iraqi economy, and saw the meeting also voted on the protection of wild animals.

Proposal did not get the decision to form a temporary committee of nine MPs to support the independence of the elections and maintain the integrity of a majority of the House, where MP Sami al-Askari that the House of Representatives ends its election day on March 7 this year and by the Commission does not have legal status and may serve as a pretext for intervention in the affairs of the Office of the elections, with MP Jalal al-Saghir, the work of the House of Representatives does not end with elections, but hold the first meeting of the House of Representatives next, indicating that after questioning the Electoral Commission show that there were irregularities in previous elections, and to ensure non-recurrence of such violations of the natural parliamentary blocs to confirm their right to control the elections, his MP Mahmoud Othman said the placement of monitors to assist the Commission a positive point, but it was suggested that the committee of judges, not blocs in parliament.
